The Supervisory Technical Information Specialist GS-1412-14 position will serve as a Deputy Branch Chief for the User Services and Collection Division (USCD) for the National Library of Medicine (NLM)
Duties
As Supervisory Technical Information Specialist, you will perform the following duties:
Serve as the alter ego to the Branch Chief in supervising and directing the activities of branch staff and contractors and fully shares in the responsibility for direction of all phases of the branch's programs and work.
Assist and participates in overseeing and managing all Branch operations, programs, and products, and services. Oversee the development and implementation of operating plans for branch programs and initiatives.
Make decisions regarding the direction of the Branch's processes and systems based on an expert understanding of library technology, databases, software, and NLM policies and procedures.
Assist the Branch Chief in identifying information needs, soliciting feedback and determining how USCD should improve its products or processes to serve or collaborate with them more effectively.
Promote collaboration and coordination across USCD products and services to increase operational efficiencies and effectiveness and enhance USCD's mission.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify for a SupervisoryTechnical Information Specialist, GS-1412 position you must have:
A. a full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled;
OR
B. 4 years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience is equivalent to that which would have been gained through a 4-year college curriculum;
OR
C. a combination of education and experience as described above.
In addition, in order to qualify at the GS-14 level, you must have:
1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: (1) Manage the operations of a project, program or organizational unit including obtaining and managing resources and developing and implementing operational plans; (2) Recommend and implement changes to policies, programs, allocation of resources and organizational structures as required; and (3) Serve as an authority and spokesperson on services and resources for library and information science professionals, health professionals, researchers, clinicians and the general public; AND (4)Oversee the performance of subordinate staff and provide counseling, advice, and instruction concerning both technical and administrative matters.
