The incumbent serves as a Management and Program Analyst (Capability Management Board Support) within the Veterans Health Administration (VHA), Strategic Investment Management (SIM), Investment Governance Services (IGS) Office.
Duties
Monitors activities of approved IT investments in portfolio by having oversight and participating in scheduled reviews.
Provides oversight on individuals portfolio assigned, various projects, and IT investments. These tasks include review and recommendations concerning operational changes, program deficiencies, and the effectiveness of the projects.
Executes several of the programs projects simultaneously. Plan and adjust work to meet changing or emergent needs.
Analyzes and evaluates on a quantitative and qualitative basis the effectiveness of the business office/program in meeting VHA and VA goals and objectives.
Prepares and supports the CMB leaders in decision making reviews and trend analysis.
Supports SIM leadership on Strategic Investment Management (SIM) and Investment Governance Services (IGS) oversight activities and operations of the capability management portfolio area.
Solicits business owner participation in defining and validating project requirements and ensures that customers, business owners, and stakeholders are kept abreast and involved throughout the planning process and the project lifecycle.
Provides highly complex, authoritative program advice and guidance to all levels of VHA and VA personnel for analyzing and defining portfolio requirements and prioritizing projects.
Develops strategies to support customer objectives and effective management of VHA IT investments.
Prepares briefings and presentations for Investment Governance and assigned projects.
Develops and maintains effective interpersonal relationships with a broad range of personnel at all levels.
Facilitates monthly and ad hoc board meetings. Maintains agendas, minutes, and action items.
Prepares decision-making reviews and trend analyses.
Analyses status, data, and prepares results of findings for status reporting in order to maintain portfolio documentation and program management assignments.
Responsible for the completion of a variety of project studies and analyses of issues that entail a wide range of portfolio and VHA activities.
Analyzes and evaluates on a quantitative and qualitative basis the effectiveness of projects and investments.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Selective Placement Factors. The Selective Placement Factor (SPF) for this position is: Project Management: to plan, organize, advise, and direct strategic planning and short-range and long-range objectives for completion of projects, products, and programs to implement national priorities, manage data collection, and conduct program analysis.
You may qualify based on your experience as described below:
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skilled in the following: Data collection, dealing analytically and systematically with problems encountered in organization; developing alternative strategies; communicating in a clear, logical, and concise manner orally and in writing; knowledge, flexibility and experience to interface with individuals at all levels; present reports to a variety of management levels; dealing with staff officials and other stakeholders; monitor the quality of deliverables to ensure objectives are met.
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:Highly skilled in the following: Data collection, dealing analytically and systematically with problems encountered in organization, workflow, and analysis of VHA IT request requirements; analytical reasoning to develop alternative strategies to address deviations from anticipated criteria; managing proposed changes to project parameters throughout the project lifecycle; communicating in a clear, logical, and concise manner orally and in writing; knowledge, flexibility and experience to interface with individuals at all levels within VHA including clinical and administrative services; present reports to a variety of management levels, to include recommendations for courses of action; initiative, persuasiveness, and understanding in dealing with staff officials and other stakeholders; analyze market trends or conditions and monitor the quality of deliverables to ensure objectives are met.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
