This position is located in the Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Fayetteville VA Coastal Health Care System (Fayetteville, NC), within the office of the Chief of Staff (COS) and is responsible for assisting with maintenance, implementation, and management of effective clinical programs and analyzing/evaluating methods for assessing program development and improving organizational effectiveness and efficiency.

Duties

Coordinates administrative functions related to strategic planning, program management, contracting, budget, staffing, VISN suspense items, Medical Center Memoranda (MCM's), and Standard Operating Procedures (SOP's). Responsible for identifying and making detailed recommendations regarding budget, work force, materials, facilities, and services needed to support the health care delivery system and resolve administrative issues related to clinical service line programs. Assists with planning and completion of projects for submission to VISN, National, and Congressional levels. Participates in Medical Staff and various committee meetings with the primary purpose of developing, presenting, adjusting, and tracking action item plans pertinent to statutory or regulatory provisions. Drafts policies and memorandums for review. Assists with compilation and accomplishment of performance goals by following the strategic vision of the Chief of Staff Office. Utilizes analytical and evaluative methods and techniques for assessing program development and improving organizational effectiveness and efficiency. Assists with report development, conducting confidential studies, coordinating special programs, and assessing management practices. Advises on managerial policies and procedures. Coordinates completion of Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) programs for providers. Responsible for development of long and short-term internal policies, goals, and objectives. Serves as the Talent Management System (TMS) coordinator. Responsible for developing and maintaining computerized information and providing outputs and interpretation of data to appropriate staff. Provides technical support, advice, and assistance. Serves as a Contracting Officer Representative (COR). Works closely with the Patient Advocate and Clinical Services to resolve patient complaints and enhance public relations activities. Collects, compiles, and tracks statistical information in support of the medical center. Performs other duties as assigned. Work Schedule: Monday through Friday from 8:00 AM to 4:30 PM (EST) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served at least 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience To qualify for this position at the GS-09 grade level, applicants must have a minimum of one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Applicants wishing to receive credit for such specialized experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours per week spent in such employment. Examples of specialized experience include, but are not limited to: application of management principles, practices, and techniques within a Medical Center; analyzing financial needs and making recommendations; projecting staffing needs; developing job analyses; preparing performance appraisals; coordinating internal review systems to assure activities are in compliance with regulatory requirements; developing new or modified work methods; leading or participating in interdisciplinary team development and task accomplishment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for the GS-9 grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, LL.B., or J.D., if related (unofficial transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary, however requires some walking, standing, bending, and carrying of light items such as books, papers, and files. The incumbent works in an office where there are normal, everyday risks. Work is typically performed in an adequately lighted and climate controlled office.
