This position is in the Healthcare Administration Service (HAS) Line located at the VA Fayetteville Coastal Healthcare System within VISN 6 Mid-Atlantic Healthcare Network. The incumbent serves as the Medical Administration Officer and reports to the Associate Medical Center Director. S/he provides supervisory duties, budget guidance, and program administration of the service line.

Duties

These major duties include, but are not limited to: Provides leadership and guidance in coordinating medical administration needs; Responsible for making and implementing decisions directly affecting patient care; Provides active and well informed administrative participation in planning for the delivery of healthcare; Manages on-site meetings with other agencies/organizations and program officials; Analyzes and interprets workload and other data used in strategic resource planning initiatives as a result of VHA program usage; Serves as a consultant on legal aspects of matters involved in admission, retention, and discharge of patients; scheduling and outpatient clinical services, medical eligibility/member benefit information and medical records administration; Served as an advisor to the upper echelon of management concerning short and long range station plans and overall station policies; Administers monetary accounts and released funds based on regulatory requirements; Prepares and presents patient administrative statistics required for internal reporting by management, professional staff and Central office; Performs workload surveys and scheduling studies in clinics and admission service and various professional services and recommends changes in the work distribution and scheduling policies; Manages, directs, supervises, and administers a variety of hospital-wide service functions which are primarily work supporting programs and processes (i.e. Inpatient administration, Outpatient clinical administration, Health Information Management (HIMS), Data Extraction & Management, Program Application Specialists, Centralized Call Center Scheduling, scheduling compliance, enrollment/eligibility programs, Beneficiary Travel, and Veterans Transportation System and activities contributing to the Revenue Cycle. Work Schedule: Monday through Friday, 8:00am-4:30pm (EST) Compressed/Flexible: Not Authorized Telework:May be authorized on an ad-hoc basis upon the discretion of supervisory approval and the needs of the agency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.) For this vacancy, applicants must have held grade GS-12 or higher for at least one year to be eligible for the GS-13. The grade must have been held in the Federal service but may have been in any occupation. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current Federal employee status. You must also submit additional SF-50(s) to clearly demonstrate one-year time-in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year time-in-grade. In this instance, you should provide an additional SF-50 to clearly demonstrate one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your specialized experience as described below: Specialized Experience: Applicants must have at least one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position being filled? To be credible, the specialized experience must have been at the GS-12 grade level or higher or an equivalent level of responsibility. Examples of creditable specialized experience may include, but are not limited to the following: provides expert application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems; significant knowledge and ability to interpret laws, policies, regulations and directives applicable to Veteran eligibilities for health benefits, beneficiary travel, special transportation, and enrollment/eligibility; provides accurate and current information to internal and external customers both orally and in writing to establish and maintain effective work relationships; provides recommendations to leadership regarding program goals and objectives; makes presentations to present highly complex data and information to senior leadership, as well as members of the public. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel to offsite clinics to maintain span of control and ensure proper oversight of staff and functions.
