This position serves as the Supervisory Medical Administrative Specialist for the Health Administration Service within the Fayetteville NC VA Medical Center. You will be responsible and accountable for planning, directing, organizing, and controlling medical administration operations through subordinate organizational supervisors as well as managing and administering broad areas of responsibility in addition to the basic medical administration program.

Duties

Major duties and responsibilities include: Manage directly and through subordinate supervisors the major program areas of Health Information Management. Provides leadership and direction for effective, uniform, and economical accomplishment of health administration functions. Directs HAS in broad patient administrative areas providing resource allocation data and related interpretation for assessing the management of budget; admitting patients; technical and administrative support; maintenance and evaluation of medical records; assuring all legal requirements for care are met; and discharging of patients. Oversees implementation and monitoring of a variety of automated programs for use in management's short- and long-range plans. Works with clinical and administrative service chiefs to ensure that the work of HAS is integrated with the work of other services. Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed. Develops performance standards and evaluates work performance of subordinates. Establishes performance standards and evaluates the performance of subordinates, makes determinations on grievances, recommends training, and approves leave of subordinates. Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of programs and key administrative support functions; knowledge of insurance benefits, and government eligibility program rules and activities regarding release of information, medical scanning functions, health identification, registration, appointment management and health administrative functions; planning, organizing, and directing team study work and negotiating effectively with management to accept and implement recommendations; and ability to make presentations to brief highly complex data and information to audiences of senior managers and executives. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements and Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Some travel to off site locations will be necessary to ensure proper supervisory and processes operate efficiently. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel to offsite clinics to maintain span of control and ensure proper oversight of staff and functions.
