Incumbent serves as Health System Specialist within Office of Mental Health (OMH). Provides management services, coordination & oversight of administrative & professional programs, service planning in strategic planning, financial and workload analyses, program implementation & evaluation and identifying and resolving a range of complex management problems. Coordinates efforts for OMH hiring actions & staffing initiatives to support the execution of OMH budgets.
Duties

Duties will include:
Performing a range of administrative tasks, reports, and program analysis.
Supporting and preparing annual budget submission, conducting budget reviews, and proposing ongoing budget needs.
Analyzing data, preparing reports and briefing papers.
Monitoring completed actions or responses and collaborating on reports and studies.
Conducting or participating in special formulation flow studies, analyses, presentation, and briefings.
Assisting with the development of methodologies, data collection, and analysis and development of options for preparation of report findings.
Managing and improving tracking systems that pertain to multiple processes (e.g., SAIL metrics, measurement-based care activity, outcomes data from patient-reported measures, etc.), and may involve designing, improving, or managing multiple tracking systems within the office, identifying, and assembling the data requirements, overseeing the development and maintenance of databases, and providing recommendations for modifications.
Assisting in the development and implementation of policies, directives, program initiatives (both headquarters and field programs), and VHA guidance related to administering the budget, and resolving complex problems.
Serving as a liaison to the OMH Business Manager and Resource Manager, and as such, provides comprehensive budget management, forecasting and internal auditing.
Developing written documents and reports for a wide range of matters, to include conclusions, findings, and recommendations.
Managing the Program Office budget to help ensure resources are located to support the Office's priorities in implementing the Directive and VA's responsibilities in the National Drug Control Strategy.
Developing or assisting in the preparation of responses for controlled correspondence related to programs, along with preparing responses to Congressional inquiries relating to care within VA.
Initiating and/or assisting in the development of manuals, directives, formal requests, handbooks, information letters, program guides, strategic plans, and instructional material for agency-wide use in the area of SUD care.
Assisting in preparing a wide range of documents, pamphlets, and brochures to inform VA employees, customers and the public of services and programs that are available to eligible veterans.
Serving as a member of various committees.
Speaking for the National Mental Health Director and Deputy Director.
Planning, organizing, and carrying through to completion program plans, program/policy analyses, data collection, legislative interpretation, and analytical.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements (IOR): In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess one of the following:
Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
OR,
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting both the IOR, you may qualify based on your specialized experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert level knowledge of health care service administration, continuous quality improvement, data analysis, healthcare principles, theories and practices, budgeting, planning, administration, or other key administrative support functions. Knowledge of qualitative and/or quantitative methods for program improvement sufficient to analyze and evaluate broad and difficult problems and make recommendations for complicated solutions. Ability to apply health care management principles to complex problem-solving situations. Experience developing, executing, and analyzing multi-year budget estimates for Program Office projects and organizational program initiatives. Preparing narrative justifications and projected funding needs, ensuring that data in submitted requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports. Knowledge of Mental Health and VHA policies and procedures, and applicable regulations and experience working with Substance Use Disorder treatment programs. Ability to investigate complex issues, analyze programs and present effectively both written and oral recommendations to solve complex issues. Ability to communicate effectively and prepare written reports.
Preferred Experience-

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
