The Eastern Region CI Office is seeking a qualified CI professional to serve as a Collections Management Officer (CMO) assisting the Region Collections Manager with the development and implementation of collections strategies nested to national level priorities. This is a great opportunity for those with broad CI experience and a strong desire to help protect cleared industry from foreign intelligence entity (FIE) threats.

Duties

As an INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties: Conduct collection assessments for continuous improvement by managing and tracking requirements in various systems and monitoring progress against intelligence gaps. Providing operational guidance and reviewing all CI reporting from their assigned area of responsibility (AOR), to include, but not limited to: reviewing, processing, researching, evaluating, and disseminating source data, CI reporting and information within DCSA and with other government agency (OGA) partners. Preparing significant case summaries and information briefings for senior DCSA and DoD intelligence officials and for use in the intelligence and law enforcement communities. Produces operational intelligence, evaluates intelligence information reports, and drafts source directed requirements. Represents Eastern Region CI office in internal and external meetings, representing their assigned AOR concerning operational discussions to identify and resolve threats and vulnerabilities to cleared industry.

Qualifications

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Knowledge of a wide range of concepts, principles, practices, and techniques associated with intelligence, counterintelligence, law enforcement, and related disciplines. Extensive knowledge of terminology, methodology, and intelligence gathering techniques, and research and analytical techniques as applied to complex assignments in CI analysis. Specifically you will be evaluated on the following competencies: 1. Collection Resources Management - Receives and analyzes customer requirements, determines resource availability and capability, prioritizes and develops collection strategies, identifies task collection resources, evaluates performance and/or reporting, and updates collection planning. 2. Interpersonal Skills - Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences. 3. Self-Management - Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior. 4. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. 5. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Highly Desired Skills: It is highly desired that incumbent has successfully completed Certified Collections Management Professional Fundamentals (through the Defense Intelligence Agency), or equivalent courses. It is highly desired that the incumbent has successfully completed Analysis101 or equivalent military or civilian analysis training. It is highly desired that the incumbent possess CI Special Agent credentials from a Department of Defense accredited Basic Investigator Course. It is highly desired that the incumbent possess a Bachelor of Science degree or higher from an accredited US college or university.
