DCSA Eastern Region CI Office is seeking a CI professional to serve as Collections Management Officer. You will assist the Collections Manager with the development and implementation of collections strategies nested to national level priorities. You will also be responsible for reviewing/processing Intelligence Information Reports drafted by field agents. This is a great opportunity for those with experience in CI collections, reporting and knowledge of foreign intelligence entities tradecraft.
Duties
MANDATORY REQUIREMENTS: Incumbent must be a CI credentialed agent or successfully complete the DoD CI Agent Course (DCAC) offered by the Joint CI Training Academy (JCITA) and be certified to carry CI Special Agent credentials within 18 months of onboarding in accordance with DoD 5240.02 and DoD 5240.06. This time period may be extended due to class availability. Failure to obtain CI Special Agent certification may result in mandatory reassignment to a position that does not require credentials.
As a INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:
They conduct collection assessments for continuous improvement by managing and tracking requirements in various systems and monitoring progress against intelligence gaps.
Providing operational guidance and reviewing all CI reporting from their assigned area of responsibility (AOR), to include, but not limited to: reviewing, processing, researching, evaluating, and disseminating source data, CI reporting and information within DCSA and with other government agency (OGA) partners.
Preparing significant case summaries and information briefings for senior DCSA and DoD intelligence officials and for use in the intelligence and law enforcement communities.
Produces operational intelligence, evaluates intelligence information reports, and drafts source directed requirements.
Represents DCSA CI Operations in daily internal and external meetings, representing their assigned AOR concerning operational discussions to identify and resolve threats and vulnerabilities to cleared industry.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-13) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
- Utilizes understanding of the intelligence and operations cycle, asset management, requirements management, and collection management to write, review, and publish raw intelligence in the form of intelligence information reports (IIR)
- Utilizes the concepts, principles, practices, and techniques associated with intelligence, counterintelligence (CI), law enforcement, human collections, and related disciplines
- Applies collection management expertise of various intelligence disciplines, including CI collection requirements and Counterintelligence and HUMINT Requirements Operational Management Environment (CHROME), in the development of new collection management methods, approaches, and procedures
- Correlates CI, counter-proliferation, and counter-terrorism methodologies at cleared contractor facilities
- Creates and/or refines collection strategies to satisfy requirements by providing multi-intelligence platforms and ensures collection is levied against customer needs
