This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Dayton VAMC the Health Informatics Section (HIS) within the Chief of Staff Office. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical information processes necessary to achieve successful adoption and application of new technologies throughout the Veteran Health Administration.

Duties

Duties include but are not limited to: Will assist in the development of strategic plans for clinical and administrative information systems and will foster relationships with local staff as well as partnerships with national professionals and offices such as, but not limited to, the VHA Office of Health Informatics (OHI), the VA Office of Information and Technology (OIT), the American Medical Informatics Association (AMIA), the Office of Electronic Health Record Modernization (OEHRM), the U.S. Office of Personnel Management (OPM) and the vendor community. Ensures the VHA EHR operates in a way that improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing, and improvement of the system. Studies how people interact with devices, products, and systems. Utilizes an applied field where behavioral science, engineering, and other disciplines come together to develop the principles that help assure that devices and systems are optimized for the people meant to use them. The incumbent has the responsibility of leading the facility's Integrated Informatics Committee. Supports the initial phase of requirements analysis where information is gathered on what an IT system needs to perform by engaging with business owners, subject matter experts (SMEs), and/or field representatives. Oversees the management, planning, scheduling, and controlling of a software build through different stages and environments, including testing for efficiencies, and approval of software releases. Coordinates wireless technology and mobile health technology allowing greater portability of patient data, and the incumbent continually enhances the delivery of information and care at the bedside. Cultivates a healthy working relationship between the Department of Veterans Affairs' Office of Information and Technology (OIT), Healthcare Technology Management, Medical, Nursing, Quality Management, and other clinical staff, allowing for routine dialog to enable the sustainment and optimization of our health IT solutions and workflows, for the benefit of all staff and veterans. Executes the entire standards life-cycle from problem definition, to solution development and eventual retirement. Work Schedule: Monday to Friday 8:00am - 4:30pm. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:experience in the Informatics field that includes knowledge in a health science and/or allied health scientific field such as Health Informatics. This experience would have been in a discipline at the intersection of information science, health care and computer science that designs and delivers information to improve clinical care, individual and public health care, and biomedical research. This includes knowledge in usability, acquisition and processing of health-related information, using resources and tools that include people and processes, information and knowledge, algorithms and data, hardware and software, etc. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work will involve standing, sitting, and walking. Travel to local institutions and to other facilities within the VISN as well as VA central office may be necessary on an occasional basis. Most activities will be performed at a computer terminal.
