The Dayton Veterans Affairs Medical Center (VAMC) is recruiting for a Supervisory Program Analyst (Informatics). The Supervisory Program Analyst (Informatics) will function with in Health Informatics. Is responsible for management, assessment, design, integration, modification, modification, maintenance, and analysis of programs and processes related to the field of health informatics.
Duties
Major duties include, but are not limited to:
Will serve as a liaison between clinical staff and technical staff, and manage all administrative aspects of their programs and projects.
Provides planning, oversight, management, assessment, and analysis of assigned informatics programs functions of high complexity.
Develops targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely.
Plans the overall program trajectory to achieve goals and monitor progress to ensure milestones are met.
Using best practices of Clinical Informatics and Medical Center philosophy, provides data to identify, quantify and resolve organizational problem areas
Collaborates with OI&T to develop implementation plans for new software applications and releases. Serving as project manager, works through interdisciplinary teams to complete clinical information system initiatives established by national, VISN and local authorities.
Advises Facility CHIO and/or those in the informatics organizational structure of programmatic and security requirements for data access, and advises the medical center on directives, policies, and best practices from the ISO and OIT offices for health data security and analysis
Coordinates with appropriate parties to maximize input from the widest range of appropriate stakeholders to facilitate an open exchange of opinion from diverse groups and strengthen internal and external support.
Assigns work to subordinates with instructions on objectives desired, anticipated problems that may be encountered, deadlines, and any constraints which may be imposed.
Reflect key opportunities for improvement that support VISN and facility measures relevant to VHA Modernization, identified in authoritative VA reporting and analytic systems (i.e., SAIL or its components), Access, Environment of Care, or VA/VHA priorities

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS13 position you must have served 52 weeks at the GS12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: You will be rated on the following Competencies for this position:
Supervisory experience in a health care administration environment.
A comprehensive knowledge and skill in applying a wide range of advanced practices, theories , and emerging information in health care delivery
Health Informatics and applications: knowledge in the use of clinical software packages; experienced knowledge of VHA operations, national databases.
Thorough in-depth knowledge of the clinical environment, including practices, procedures, policies, strengths and weaknesses in order to effectively use data to track and manage patient care.

Physical Requirements:
