This position is located at the Dayton National Cemetery in Dayton, Ohio.

Duties

The incumbent works closely with the NCA Contracting Service, Midwest District Office (MWD), and Dayton National Cemetery Complex (DNCC) leadership to acquire the goods and services needed for the mission and goals of the NCA, Office of Field Programs, and the MWD. This will include working with Cemetery Leadership and the MWD to request and develop various contracts through Non-Recurring Maintenance (NRM), Maintenance & Repair (M&R), and various other project applications. Incumbent administers contracts, procurements and acquisition segments to include development and review of a statements of work, task orders, deliverable timetables, and invoice payments. Performs work related to the contracting process develops and/or assists the supervisor in writing specifications and proposals for cemetery operations that can be used by the Contracting Officer to award a contract for services. Employee performs daily inspections of contracted cemetery operations. Initiates quality assurance work that involves systematic prevention of nonconformance to regulations and standards, identification of unsatisfactory trends and conditions, and correction of factors that may contribute to defective work processes. Is in frequent contact with Contracting Officer, contractor foreman, and cemetery leadership to resolve problems and issues related to the incumbent's area of responsibility. This function requires tact and skill to successfully provide solution in areas of extreme sensitivity, consistent with sound management. Must obtain and maintain Contracting Officers Representative certification level II. Work schedule: Required to work Monday through Friday. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 06/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administering contracts; procurements and acquisition; development and review of statements of work, task orders, deliverable timetables, and invoice payments; monitoring contract performance; daily inspections; communicating with leadership; and resolving problems related to contracts. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires extended periods of walking, kneeling, crouching, stooping, climbing ladders while inspecting grounds. Physical Effort is required in this position. Physical demands on the incumbent consist of walking, bending, stooping, stretching, reaching, pushing, pulling, tugging and climbing. Position involves lifting up to 35 pounds. Incumbent should request assistance whenever performing tasks that require lifting more than 35 pounds. Must be able to walk in all types of terrain and soil conditions. Incumbent is required to wear Personal Protective Equipment (PPE) when appropriate. PPE includes personal protection for the eyes, hearing, face, head, back, extremities, protective clothing, respiratory devices and protective shields and barriers. This equipment will be maintained in a sanitary and reliable condition. When performing administrative functions, work is performed both indoors in an office setting and outdoors as the incumbent performs contract surveillance duties.
