This position is located in the Office of Enterprise Integration (OEI), in Washington, D.C. and serves as the Staff Assistant to a Deputy Assistant Secretary (DAS) / Executive Director (ED) and Associate Deputy Assistant Secretary (ADAS) / Deputy Executive Director (DED) for an OEI business line, hereafter referred to as business line Executive leadership, with responsibility for providing support to business line Executive leadership.
Duties
Serves as a confidential staff advisor to business line Executive leadership and in house expert on administrative management policy and regulatory procedural issues impacting the execution of programmatic activities and mission requirements.
Performs significant duties in support of optimizing business operations, including but not limited to: planning, budgeting, scheduling, developing/maintaining administrative processes, and reviewing various written products related to OEI initiatives for quality and completeness; analyzes the impact of policy decisions facing OEI; and develops recommendations for management consideration.
Directs and/or conducts studies related to operational matters that are of concern to leadership and prepares recommendations to resolve issues and/or improve efficiency of operations.
Leads and manages process changes; plans and/or supports implementation initiatives.
Reviews materials prepared by the staff within the Office for executive level signature.
Briefs leadership on all implications of actions proposed.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized Experience 13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directs and/or conducts studies related to operational matters that are of concern to leadership and prepares recommendations to resolve issues and/or improve efficiency of operations. Lead and manage process changes; plans and/or supports implementation initiatives. Reviews materials prepared by the staff within the Office for executive level. Briefs leadership on all implications of actions proposed.
Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience include those similar to the GS-13 but at a lower level of responsibility. This experience must be equivalent to the next lower level of federal service.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
