The incumbent is responsible for directing, supervising and administering the Inpatient and Specialty Care Service administrative employees and duties.
Duties
Major duties include but is not limited to:
Develops the needs for and maintains an awareness of available resources and makes recommendations to Medical Center management regarding needs, distribution or redistribution of resources
Administers budget for several fund control points
Serves as the budget and financial advisor for the Associate Chief Nurse Executive and staff
Develops, formulates and provides essential data for annual budget forecast for submission to the Associate Medical Center Director
Serves as a liaison between Regional Counsel's office and local servicing finance offices in maintaining and reconciling budget allocations
Reviews fund requests from Clinical Service staff for adequacy, completeness and conformance with procedural and technical requirements
Develops both long and short range policies and plans for the organization by coordinating the medical administrative needs of the organization
Participates in the organization's planning process, reviews and analyzes budgetary and fiscal data
Monitors expenditures and forecasts changes that require reprogramming of funds
Reviews financial reports to assure accuracy and compliance
Prepares and assemble charts, data, reports, narrative and statistical materials that are provided for justification for the budget
Develops, evaluates and modifies organizational structure and systems to achieve program goals
Participates in the analysis and interpretation of workload and other data used in resource planning
Supervises a group of administrative clerical work
Provides administrative and technical supervision necessary for accomplishing the work of the unit
Provides daily operations of specialty clinics
Lead in administering programs concerning matters such as equal opportunity, merit promotion, labor management relations and position management
Administers space and equipment programs
Assists and informs the Tetrad on administrative policies, resources utilization and work load projections within the Clinical Service programs
Prepares and/or assists in the initiation or revision of administrative policies
Responsible for personnel management functions including recruitment, classification, staffing, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel EEO programs, workman's compensation and performing necessary research related to human resources management issues.
Discusses, investigates and responds to the employee grievances and dissatisfactions in order to resolve conflicts
Represents management at labor management meetings, provides information and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement
Meets and negotiates with with union officials to assure smooth conduct of labor relations issues
Provides for full administration of reporting, evaluation and fee requirements associated with the Accreditation of the organization
Follows established procedures to meet the accreditation standards
Initiates development, monitoring and reporting on internal controls to eliminate or reduce the possibility of fraud, waste and abuse
Administers internal review, quality control and productivity initiatives for the organization
Develops short and long range goals and coordinates the quality assurance plan for the organization
Generates required reports as requested
Performs other related duties as assigned
Preferred experience:
6 months' or more of MSS experience
Experience in leading a small group of peers

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 12/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Use of range of software and data sources to administer support for programs and actions; Prepares proposals, responses to actions and correspondence to external customers that support internal customers; Provide administrative support the Deputy Associate Director and Patient Care Services; serves as budge and financial advisor; develops long and short-range policies and plans, coordinating the medical administration needs of the organization; participates in the planning process, reviews and analyzes budgetary and fiscal data; administer the internal review, quality and productivity programs for the organization. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years (36 Semester Hours) of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Transcript Required. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and graduate level education beyond 1 full year (18 semester hours). Transcript Required.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
