The primary purpose of this position is to serve as the Administrative Officer (AO) in the Clinical Health Informatics Program dealing with widely diversified departments with complex informatics activities on a continuing basis. The incumbent is responsible to perform administrative functions in support of management of human resources and personnel, budget and finance, strategic planning, property and supply and general administrative processes. .
Duties
Major duties include but is not limited to:
Under the oversight of the Chief Health Informatics Officer (CHIO) is responsible to develop and execute all business operations and administrative functions within the service and its diverse programs
Assures that administrative and business operations are executed efficiently and effectively in support of the agency's mission to provide exceptional healthcare
Develops, implements, maintains, applies and continuously improve infrastructure - processes, policies, tools, etc. for effectively managing administrative operations
Manages new or existing Light Electronic Action Framework (LEAF) workflows, SNO ticketing process, Health Informatics service huddle board
Coordinates Health Informatics Stakeholders meetings
Manages local facility EHRM SharePoint Site
Monitors and manages the the services administrative activities such as the recruitment and hiring process, PIV sponsor, budget management, resource utilization, suspense management, policy management, timekeeping, onboarding, tracking of competency and compliance, training compliance, ensure all required TMS and other requirements are complete
Monitors the service's performance on regarding quality, efficiency, effectiveness and stakeholder satisfaction
Creates complex data reports that outline the functionality of the Electronic Medical Record - both for CPRS and Oracle Cerner or any existing EHR in use
Ensures programs concerning equal opportunity, merit promotion, labor management relations and position management are appropriately administered
Serves as the initial EHRM point of contact in the development and/or interpretation of guidance on Oracle Cerner Millennium and/or EHR business operations
Develops, gathers, collates, manages, analyzes, interprets and presents data regarding the services operations
Serves as the TMS super user managing shared drives and email groups, managing the service shared drives and email groups and managing service SharePoint
Responsible for the independent preparation of reports, management briefings and other reporting systems
Acts as the administrative lead for weekly metrics, all aspects of monitoring end user optimization series, updated training materials to EHR SharePoint , End user customer service, Health Informatics staffing, space and equipment
Performs a full range of personnel management and human resources administration for the Clinical Health Informatics Service
Maintains 6-part folders, track employee training requirements including competencies, annual signing of required documents, labor mapping, assist with the tracking and completion of proficiencies and/or performance appraisals
Authorized approving official for order of supplies, services and management of equipment; reviews orders to verify need and ensures resources are managed appropriately
Submits request for FTE, Space, Funding and Equipment
Manages the service's physical resources, including equipment and physical space assigned to the service
Provision and oversight of the health informatics budget formulation, justification and execution, financial management and financial reporting
Prepares budget presentation materials for budget submission to the Medical Center budget committee and participates in budget presentation
Other duties as assigned

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinates and ensures accuracy of hiring paperwork, meetings, survey or for-cause events, meeting agendas, minutes, and other general administrative duties; Collects, analyzes, organizes and maintains necessary data and records; Maintains employee records; Creates responses to complaints, inquiries and completes follow-up on action plans that are created as a result of an OIG, OMI, Suspense, Congressional, Hotline, or any other Report of Findings; Develops and assists in the maintenance of multiple databases; Working knowledge of Human Resources Processes; Working knowledge of standards for accreditation bodies; Excellent communication and presentation skills, using both verbal and written media; Coordinates and facilitates site visits with internal and external partners and oversight bodies. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A master's or equivalent graduate degree or 2 full years (36 Semester Hours) of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond 1 full year (18 semester hours). Transcript Required.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.
