This developmental position is in the Roseburg Health Care System, Mental Health Service. The primary purpose of the position is to serve as the administrative support for the distribution and utilization of resources the service is authorized by performing work that is designed to assist the Service Chief in resources and personal management. ***THIS IS NOT A VIRTUAL/REMOTE POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION***

Duties

Major Duties Administrative Management Incumbent is responsible for a position management to include conducting staffing surveys and analysis, creating comprehensive growth pipeline diagnostic assessments to advise senior leadership and Mental Health Chief of programmatic requirements and how to develop future work pipelines. Data Analysis The incumbent modifies methods for automating reports using a variety of software packages in a planned judgment in selecting and most appropriate software type; and modifies the existing tracking system to correct problems or establishes a database management system to improve tracking methods. Program Analysis Analyzes and integrates program technical , workload, and patient enrollment information. Independently reviews quality and performance data (example patient satisfaction surveys, image quality, performance metrics, application processing wait times, etc) for Mental Health Department effectiveness and satisfaction and develops process improvements as required. Resource Management Analysis and prepares business plans, conducts comprehensive programmatic evaluations and analyses to construct, evaluate and manage the multi-million budget for all Mental Health programs, Mental Health Staff, facilities annual supervisor training. Manages fun control point usage and manages personnel and spaces issues, which are ultimately used to present a total resource picture to the COS and executive leadership. Contracting Officer Representative Manages procurement and contracting the service for agreements including, but not limited to supply contracts, service maintenance agreements, software contracts, locum tenens service contracts, sharing agreements, and scarce medical specialist contracts. Prepares requests for funding obligations. Ensures contract approvals and funding obligations are obtained. Supervisory duties The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. The incumbent gives advice, council, and instruction to employees on both work and administrative matters. Incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2024. Time-In-Grade Requirement GS-09 & GS-11: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Approves and certifies timecards. Provides guidance to their staff regarding tours-of duty and premium pay. Conducts inventory of service equipment and property. Gathering data, validating data, and automating reports using a variety of software packages. Utilize analytical tools, a wide range of databases and the application of analytical methods and techniques to determine inefficiencies. Provides oral and written reports. Procures and receives supplies and services. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education at or beyond graduate level education. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Oversees the daily operation of the unit, ensures the service policies and priorities are being followed. Gives advice, counsel, and instruction to employees on both work and administrative matters. Provides support and decision-making input into the selection of professional positions to include credentialing and privileging. HR process and training process for service. Inventory and equipment property process. Logistic process for equipment and services within the facility. Plan, organize, coordinate, implement, direct, integrate, control, and evaluate clinical, business, and administrative elements that impact performance measurements. Lead or participate with work groups to complete special projects or address program issues that have broad impact. Analyze data and to integrate program technical, workload, and patient enrollment information. Research and perform detailed analysis of patient flow and develops reports and dashboards. Analyze and prepare business plans and conduct comprehensive programmatic evaluations. Formulate and submits budget plan each fiscal year in addition to previous periodic adjustments. Allocates fund to fund control points and communicates this information to the Fiscal Service. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience.
