This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Officer.
The primary purpose of this position is to perform developmental assignments providing limited analyses and evaluations in support of acquisition program operations.

As a Program Analyst (Pathways Recent Graduates), GS-0343-7, your typical work assignments may include the following under supervision:
Decide the appropriateness of minor deviations within existing guidelines.
Use judgment in selecting and applying the most appropriate guidelines and references.
Assist with conforming to established practices and prescribed procedures.

Requirements
- You must be a U.S. citizen to apply for this position.

- The Pathways Program requires the incumbent to submit official or unofficial transcripts with your application and provide official transcripts prior to entrance-on-duty (EOD).
Qualifications
To be eligible for this position, you must have obtained an associate's, bachelor's, master's, professional, doctorate, vocational, or technical degree, or a certificate from a qualifying educational institution, or have completed a qualifying career or technical education program within the previous 2 years of the closing date of this announcement. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.
All qualifications and eligibility requirements must be met by the closing date of the announcement.
NOTE: Qualifying educational institution means-
Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the Secretary of Education:
A technical or vocational school;
A 2-year or 4-year college or university;
A graduate or professional school (e.g., law school, medical school); or
A post-secondary homeschool curriculum.

You must also meet all qualification requirements:
Specialized Experience:
You qualify for the GS-07 grade level if you possess one year of specialized experience, equivalent to the GS-05 grade level in the Federal government, performing duties such as: providing analyses and evaluations in support of acquisition program operations through application and adaptation of precedents and established methods and techniques; recommending improvements in the efficiency and effectiveness of acquisition program practices and processes; and selecting and applying the most appropriate guidelines and references available to resolve the operations related issues.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement and completion of a bachelor's degree. Superior Academic Achievement is defined as: A bachelor's degree with superior academic achievement, which is based on (1) class standing, (2) grade-point average, or (3) honor society membership:
Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (GPA.) - Applicants must have a grade-point average of:
3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

After Program completion, Department of Homeland Security Recent Graduates may be converted to a term or permanent position in the competitive service. To be eligible for conversion to a permanent or term position, Recent Graduates must:
Successfully complete at least 1-year of continuous service in addition to all requirements of the Program.
Demonstrate successful job performance.

Recent Graduates hired through this announcement are eligible to convert into positions up to the Full Performance of GS-12.
