Duties
Serves as point of contact for contracts and Blanket Purchase Agreement (BPA), “Foreign Language Translation Services for Inmate Communications” as well as other identified contacts overseen by the Intelligence and Counter Terrorism Branch (ICTB). Provides technical assistance to staff at all levels of the agency regarding the interpretation and coordination of foreign language translation programs. Monitors national trends and issues related to the foreign translations of correctional institutions at the federal level. Utilizes a “Communications Tracking Number” system to account for all inmate correspondence to be translated as well as all completed translation documents. Serves as a technical advisor to workgroups convened as necessary to evaluate work programs and procedures for the contracts and BPAs.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. GS-12: There is no substitution of education for specialized experience for this position. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
GS-11:
Experience identifying rules, principles or relationships that explain facts, data or other information, analyzing information and making correct inferences or drawing accurate conclusions.
Experience organizing work, setting priorities and determining resource requirements; determining short- or long-term goals and strategies to achieve them; coordinating with other organizations or parts of the organization to accomplish goals; monitoring progress and evaluating outcomes.
Experience making sound, well-informed and objective decisions; perceiving the impact and implications of decisions; committing to action, even in uncertain situations, to accomplish organizational goals; cause change.
GS-12:
Knowledge of the principles, methods or tools for developing, scheduling, coordinating and managing projects and resources, including monitoring and inspecting costs, work and contractor performance.
Knowledge of the organization’s mission and functions and how its social, political and technological systems work and operates effectively within them, this includes the programs, policies, procedures, rules and regulations of the organization.
Experience working with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies or organizations outside the government) to assess their needs, provide information or assistance, resolve their problems or satisfy their expectations; knows about available products and services; committed to providing quality products and services.
OR Combination of Education and Experience: GS-11: Have a combination of education and experience. This experience must have equipped you with the qualifications necessary to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.
