This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Contract Specialist serves as subject matter expert for the Army CIO and Headquarters Department of the Army (HQDA) Deputy Chief of Staff,G-6 Contract Management program.
Duties
Independently resolves problems or issues impacting programs that extend across the organization and component commands.
Work with the requiring activity to formulate a formal Acquisition Plan for procurements with projected cost exceeding regulatory dollar threshold.
Demonstrate a superior and expert level of knowledge involving contracting and procurement regulation.
Assist the Contracting Officer in negotiations with offerors, relying on subject-matter experts for guidance on technical questions.
Analyzes requirements appropriate contract method and contract type (fixed price, fixed price with incentive provisions, cost-plus-award-fee, cost-plus-fixed-fee, etc.)
Perform appropriate evaluations regarding relative costs of maintaining existing equipment versus having contractor provided equipment and other factors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This position is a Critical Acquisition Position (CAP)/Key Leadership position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- This position requires incumbent to obtain a Contracting and the Contracting Professional Career Level Certification within 36 months of appointment.
- The position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI) or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
- This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
- This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
- The duties of this position require occasional temporary duty (TDY) travel of up to 25% of the time.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Official Transcripts must be submitted with conferred date.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below:
Specialized Experience: One year of specialized experience which includes 1) Preparing acquisition documentation such as Independent Government Cost Estimates, Limited Source Justifications and/or Source Selection Plans to achieve strategic goals; 2) Providing technical oversight by resolving complex contracting issues; 3) Providing advice and/or solutions for issues that may occur throughout contract; 4) Reviewing contractual agreements between an organization and vendors to ensure compliance with regulatory guidance; AND 5) Advising management on complex procurement matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13)

Education
