Duties
You will be responsible for the effective management, oversight and execution of all facilities services contracts.
You ensure effective contract performance, compliance and delivery.
You will coordinate with the Service Desk Supervisor and the Naval Facilities Engineering Command (NAVFAC) to ensure that NRL service requests are addressed accordingly within budget and contract terms for service and delivery.
You will evaluate, adapt, or modify dated, missing or new procedures and practices to address effective management of NRL’s property facilities, utility systems, buildings, equipment, plans, and grounds.
You will determine contract performance deficiencies and participate in the preparation of packages for unusual or new service contracts, evaluate initial project scopes, descriptions, and justifications for necessary facility service requests.
You will coordinate and provide performance feedback, through appropriate channels to improve or modify contractor performance.
You will provide comprehensive management advisory and technical services on substantive construction/repair of NRL facilities.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09/10) or pay band (NR-03) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Managing, overseeing, and executing facilities service contracts (e.g., Base Operating Support, pest control, grounds, trash removal, sprinklers, elevators, crane maintenance, janitorial services) to ensure effective contract performance, compliance, and delivery; 2) Designing and implementing a facilities inspection program utilizing knowledge of inspection theories, techniques, and practices to ensure compliance with current standards; 3) Providing technical advice on construction and/or repair of facilities utilizing knowledge of facilities management theories, principles, and policies; and 4) Formulating and presenting briefings, project papers, status reports, and correspondence on contractor performance statistics to foster understanding and acceptance of findings and recommendations.
