You will serve as an Engineering Technician in the Research and Development Services Division of NAVAL RESEARCH LABORATORY.
Duties
You will independently develop and implement an innovative maintenance program for all NRL real property assets.
You will write position descriptions and requirement documents for the in-house facility maintenance staff, who will report to you.
You will work with the Facility Support Program Manager to develop innovative staffing plans to ensure that highly qualified skilled labor is identified to fill mission critical billets.
You will be instrumental i ensuring the applicants selected for Dedicated Mechanics positions possess the necessary knowledge, experience, and certifications.
You will ensure that the applicants selected for Performance Assessment Representative positions are able to provide technical and administrative assessments of contractor performance.
You will ensure that the applicants selected for Facility Monitor positions are able to protect personnel and government property from any possible damage resulting from facility emergencies occurring after hours.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level or pay band (GS 11-12 OR NR-04) in the federal service or equivalent experience in the private or public sector performing some or all of the following duties: 1) Demonstrating knowledge of the principles and practices of professional facility maintenance programs necessary to support a large research center and/or military installation; 2) Working with mechanical systems to include troubleshooting and repair solutions to minimize equipment downtime; 3) Exhibiting knowledge of software applications used to manage facility maintenance programs in private industry an/pr the federal government; 4) Developing, staffing, and monitoring a successful maintenance program; 5) Leading and inspiring interdisciplinary teams and coordinating maintenance and repair support provided by both contractors and in-house personnel; and 6) Exhibiting the ability to communicate orally and in writing at the working and management levels.
