This position is located at Departmental Offices, Domestic Finance, Office of Financial Research, Research and Analysis Center (RAC). As a Management and Program Analyst, you will be leading and overseeing work on RAC policies, processes, and initiatives that drive research programs, acquisitions, budgets, strategic planning, and performance metrics in order to identify and develop ways to resolve problems or respond to issues that directly affect the accomplishment of OFR goals.
Duties
As a Management And Program Analyst, you will:
Develop and deliver policy, planning, and advisory functions for mission-critical initiatives and programs that provide the full range and depth of management and business services to RAC's Deputy Director and leadership team.
Serve as a key advisor to the RAC management team in evaluating management efficiency and effectiveness in the direction of significant operating programs and in planning and implementing new and/or improved methods of operation.
Represent RAC's Deputy Director and management team and collaborate with stakeholders in developing a variety of initiatives. Elicit and document business requirements using various techniques such as interviews, observation, workshops and surveys.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the OR-60 (GS-14): You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-53 (GS-13) grade level in the Federal service. Specialized experience for this position is defined as experience in ALL of the following:
- Leading or coordinating administrative and operational services functions such as strategic and tactical planning, budget formulation and execution, work force planning, and performance measurement for an organization.; AND
- Providing comprehensive advice in program management functions, including justifying program resource needs, communicating program plans, analyzing program effectiveness, and reporting program performance; AND
- Developing and overseeing acquisition strategies and sourcing plans, solicitation packages, requests for proposals, requests for information, technical evaluation panels, contract management, contract close out, and relationships with Contracting Officers to achieve objectives; AND
- Communicating, both orally and in writing, with Senior Managers and staff about policies, procedures, directives, and meeting business objectives.
The experience may have been gained in either the public sector, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
