Duties
Participate with Leadership in the formulation of plans and policies while assuring consideration of public information and public relations implications of planned actions.
Direct overall strategic communications programs in support of Forest Service mission, projects, and programs in the Region.
Maintain knowledge of most current and effective communication methods and techniques.
Implement communication plans to inform affected publics of ongoing initiatives; and contingency plans to provide continuous, timely and accurate information addressing complex, critical and sensitive issues.
Oversee all Regional media contact and response with special attention to sensitive queries or issues which may be subject to misunderstanding if not properly explained, or which may draw adverse public attention.
Participate with the Regional Leadership Team in developing and implementing regional goals and objectives for the program.
Manage the Region’s internal, external, media, Congressional, web and social media, public engagement.
Perform supervisory duties at least 20% of the time.
Requirements
- Must be a U.S. Citizen or National.

Qualifications

Specialized Experience Requirement:
For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as three or more of the following: Providing strategic program leadership and advice in support of communications and public affairs and/or community outreach activities; and/or Leading programs and/or efforts between public and private entities; and/or Managing briefings, meetings and conference calls between senior agency representatives and congressional members and their staffs or committees, news media and/or other stakeholders on high visibility and controversial issues; and/or Identifying and preparing appropriate spokesperson for complex, critical and sensitive issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
