The primary purpose of this position is to serve as the Negotiation & Dispute Resolution (NDR) Program Manager in the office of the Deputy General Counsel (Fiscal, Ethics & Administrative Laws). Employee plans and carries out assignments independently, conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects.

Duties

Program Manager for the Negotiation & Dispute Resolution (NDR) Program (NDRP); ensures the efficiency and effectiveness of the NDRP. Develops and integrates solutions to align NDRP stakeholders like department-level offices, MAJCOM/FLDCOM representatives, and other services ADR programs in improving the overall function of the program. Program manager functions as the NDRP's primary resource manager, identifying and optimizing resources to accomplish the project and program goals of a global program. Program manager establishes partner relationship and anticipates and fulfills their needs to align them with NDRP projects and strategic objectives. Serves as the lead author/major contributor to critical communication channels (e.g., public website, MS Teams community, YouTube, social media platforms).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include working with program administration and management, and applying analytical and evaluative techniques to identifying, considering, and resolving program management or administrative issues or problems (particularly of a procedural and process nature). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of program administration and management. Skill in applying analytical and evaluative techniques to identifying, considering, and resolving program management or administrative issues or problems (particularly of a procedural and process nature). Working knowledge of federal government Department of Defense and Air Force organization, structure, and chain of command; general knowledge of federal and Departments of the Air Force operating guidelines. Of particular benefit is knowledge of records management. Practical knowledge management and information retrieval, particularly including computer database search and Internet search for both records and data relevant to job functions. Ability to operate various computer systems and standard business software, particularly Microsoft Office suite (Outlook, Word, Excel, Power Point, Teams) and Adobe (PDF), and associated peripheral equipment. Must include the ability to create and utilize documents (Word), databases, spreadsheets and presentation graphics in support of transactions and presentations intended for a senior/high visibility audience. Demonstrated organizational skills as to office procedures, file/records creation and maintenance, juggling multiple tasks and priorities and keeping track. Skill in written and oral communication. Knowledge of interpersonal and public communication skills sufficient to communicate effectively both orally and in writing. Experience/skill in interacting with senior level officials. Ability to independently analyze information, determine action needed to address, and follow through either to obtain additional guidance or take action to complete tasks/projects. Knowledge of funds management procedures, limitations on funds usage, recordkeeping and reporting and auditing requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
