This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Security, Facilities and Logistics Operations, (OSFLO).
As a Supervisory Physical Security Specialist, GS-0080-14, you will serve as first-level supervisor and Deputy Division Director, who, along with the Division Director, leads the formulation, administration, implementation, and evaluation of policies, initiatives, and procedures.
Duties
As Deputy Director, DPSO, the incumbent acts with full supervisory authority over the total work of the Federal staff and, indirectly, as the Federal manager responsible for the work of a small staff of additional contractors.
Directs and administers Agency nationwide programs for protective services and access control, providing direction for all essential services at the CMS Central Office and consultation and direction to Regional Office components.
Identifies, develops and implements physical security and access management program requirements for the agency, nationwide.
Directs and administers Agency nationwide programs for Occupant Emergency and Emergency Preparedness, providing direction for all emergency services at the CMS Central Office and consultation and direction to Regional Office components.

Requirements

- Drug Testing: Incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment. The incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
- Position requires the incumbent to obtain and maintain a T5 Sensitive Compartmented Information (TS-SCI) clearance.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Providing administrative oversight and making operational and policy decisions utilizing standards set forth in Interagency Security Committee (ISC) governing documents.
2) Overseeing security and emergency management programs during normal and emergency operational periods.
3) Creating and implementing physical security, access control, and ID credentialing management policies and procedures in accordance with ISC governing documentation;
AND
4) Leading a team responsible for the implementation of security policies and procedures necessary to provide security to Federal staff, contractors, assets, and information.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
