This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Security, Facilities and Logistics Operations (OSFLO), Security Management Group (SMG), Division of Physical Security Operations (DPSO). As a Supervisory Security Specialist, GS-0080-15, you will lead the administration of the Agency's occupant emergency and emergency management programs, physical security, access management, and electronic security systems.

Duties

Direct and administer nationwide programs for protective services and access control, providing direction for all essential services at the CMS Central Office and consultation and direction to Regional Office components. Act with full supervisory authority over the total work of the Federal staff and, indirectly, as the Federal manager responsible for the work of a small staff of additional contractors. Establish policies and procedures, develop standards, and approve recommendations for improvement in physical security systems for all CMS components. Serve as the Agency’s non-criminal investigative resource to the HHS Office of Inspector General (OIG). Participate in inter and intra-departmental workgroups concerning physical security/access management and security system implementation.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: Administering programs for physical security or physical security systems to include overseeing two (2) or more the following: security assessments, guard contract operations, physical access control systems, or electronic surveillance systems; AND Developing and implementing electronic security systems initiatives; AND Leading occupant emergency and preparedness projects or programs including establishing procedures for shelter-in-place, emergency evacuation, and/or preparedness drills for emergency situations; AND Writing physical security and emergency management related documents and reports such as, Security Work Authorizations (SWA), Reimbursable Authorizations (RA), policies, and standard operating procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
