This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate (S&T), Administrative and Support Division.
The primary purpose of this position is to manage DHS-wide programs providing advice and consultation to subordinate DHS agencies, other Federal agencies, and public interest groups.
Non-BU: This is a non-bargaining unit position.
Duties
As a Program Analyst, GS-0343-14, your typical work assignments may include:
Assessing program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major DHS programs.
Recommending actions necessary to maintain or improve the quality and quantity of operational services that involve the introduction or refinement of automation, reorganization of operating sections and units, reassignment of personnel, and development of proposals to increase the organization's resources, or other actions.
Serving as a technical expert, providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods.
Consulting with all levels of management, other federal agencies, and to foreign and commercial organizations

Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Analyzing organizational functions to identify areas for increased efficiency; 2) Determining short and long term personnel, budgetary, space, and equipment requirements by reviewing past work histories and known future requirements; 3) Liaising with internal and external customers to ensure their requirements are met by the program; 4) Directing studies and analyses of program operations.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
