About the Position: Join us at the United States Southern Command. We provide direct support to a four-star unified Combatant Commander, but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations. Our contribution to furthering our country's relationships with South and Central American nations and peoples are substantial.

Duties

Manage Security Assistance and Security Cooperation activities within the assigned region of the USSOUTHCOM AOR. Support Security Assistance reviews, Financial Management review, and program reviews to ensure proper and synchronized execution of Title 22 programs. Serve as a Staff Action Officer in the U. S. Southern Command (USSOUTHCOM) SCJ5 Strategy, Policy and Plans Directorate, Security Cooperation Division. Establish operational policies and procedures to implement Security Assistance programs within USSOUTHCOM compliance with existing legislation and Executive Branch Policy. Coordinate monitoring criteria and methods for the control and examination of equipment designated under the Enhanced Use Monitoring program. Communicate command priorities during interagency collaboration and working groups. Respond to Congressional Inquiries; answers Command Request for information; and brief country information to leadership to explain complex problems and recommend solutions. Manage the Security Assistance Programs for Foreign Military Financing (FMF), Foreign Military Sales (FMS), and Excess Defense Articles (EDA), and integrate these programs into building partner nation capacity policy, plans, and procedures. Utilize U.S. Security Cooperation Structure and knowledge on Title 10 and Title 22 programs, funding, and authorities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Position requires a Security Clearance at the Top Secret SCI level, as the incumbent will be required to access, process, use and safeguard classified National Defense information.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.

Specialized Experience: One year of specialized experience which includes experience with Security Cooperation programs; life cycle logistics and sustainment operations to include transportation and logistics management of Foreign Military Sales (FMS) cargo; knowledge of Host nation port operations to include: cargo reception; customs clearance; port staging; port security; deployment; sustainment; redeployment and retrograde operations; experience analyzing, planning, coordinating and executing cargo routing, carrier selection and ordering of inland commercial transportation services for FMS cargo within the organization's area of responsibility (AOR) and expert on Foreign Military Sales (FMS) case development and implementation and the preparation of Country Team Assessments (CTA) for submission to organization's staff and US Congress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: International Engagement Action PlanningOperations SupportOral CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
