The following are the duties of this position at the full working level.
Provides comprehensive performance management support to assigned organizations. Understands current program initiatives and techniques, providing analysis and implications to management.
Serves as the subject matter expert within the organization regarding interpreting policy as well as the development, implementation, and evaluation of the program. Interprets regulatory requirements and recommends and develops procedural guidance for the assigned program as well as providing expert automation support.
Provides authoritative assistance regarding assigned procedures and processes, training, and reporting on performance management evaluation results. Provides operating officials guidance regarding procedures and criteria. Explains verbally or in writing recommendations and actions taken on specific issues and provides information concerning the program. Advises and assists management with policy questions concerning the process, performance plans, appraisals, feedback, or performance and non-performance-based awards.
Develops, recommends, and implements procedures and techniques to support IRS's implementation, integration and synchronization of performance management processes; management and improvement processes; and best practices Servicewide.
Advises supervisors and management officials on the appropriateness and preparation of assigned program in accordance with governing requirements. Provides advice, assistance, and responds to inquiries. Advises management on the appropriate utilization of awards including budget allocations.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-09, but if the position has career progression to GS-12, then you may move from a GS-09 to a GS-12 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-09 LEVEL: To be minimally qualified for this position at the grade 9 level, you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 level in the Federal service. Specialized experience is defined as that which provided the knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be qualifying, your experience must demonstrate the use and application of concepts, principles, practices, laws, and regulations of human resources management (HRM) and interpreting performance management and/or award policy to inform management and other personnel staff of issues or changes. Experience contributing to developing a wide range of qualitative and/or quantitative methods sufficient in providing advice, interpreting and implementing policy, and/or developing recommendations for service-wide issues within performance management and/or awards policy. Experience assisting with assessing and improving customer service and human capital programs. Experience contributing to performance management and/or awards policy, internal policy guidance (i.e., Internal Revenue Manual (IRM's)), and/or intranet publications (e.g., leaders' alerts, headline news, ERC updates). Experience contributing to the presentation of findings, briefings and/or making recommendations to management. Experience integrating the work of advisory teams into authoritative recommendations, options, and conclusions. Experience responding to inquiries, providing advice, assistance, and guidance to operating officials regarding procedures and criteria. OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR 2 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as: human resources, organizational psychology, public administration, or other administrative and management fields,
OR LL.B or JD if related. OR You may qualify with an equivalent combination of qualifying graduate education and experience.
SPECIALIZED EXPERIENCE: GS-11 LEVEL: To be minimally qualified for this position at the grade 11 level, you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. Specialized experience is defined as that which provided the knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be qualifying, your experience must demonstrate the use and application of concepts, principles, practices, laws, and regulations of human resources management (HRM) and interpreting performance management and/or award policy to inform management and other personnel staff of issues or changes. Experience developing a wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role, providing advice, interpreting and implementing policy, and/or developing recommendations for service-wide issues within performance management and/or awards policy. Experience assessing and improving customer service and human capital programs providing innovative and strategic solutions. Experience Contributing to performance management and/or awards policy, internal policy guidance (i.e., Internal Revenue Manual (IRM's)), white papers and/or intranet publications (e.g., leaders' alerts, headline news, ERC updates). Experience presenting findings, briefings and/or making recommendations to upper management. Experience integrating the work of advisory teams into authoritative recommendations, options, and conclusions. Experience responding to inquiries, providing advice, assistance, and guidance to operating officials regarding procedures and criteria. Experience providing authoritative assistance regarding assigned procedures and processes, training, and reporting on performance management evaluation results. OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study such as: human resources, organizational psychology, public administration or other administrative and management fields. OR 3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as: human resources, organizational psychology, public administration, or other administrative and management fields. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR Have an LL.M., if related OR You may qualify with an equivalent combination of experience and graduate education.
SPECIALIZED EXPERIENCE GS-12: To be minimally qualified for this position at the grade 12 level, you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience is defined as that which provided the knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be qualifying, your experience must demonstrate use and application of concepts, principles, practices, laws, and regulations of human resources management (HRM) and interpreting performance management and/or award policy to inform management and other personnel staff of issues or changes. Experience developing a wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role, providing advice, interpreting and implementing policy, and/or developing recommendations for service-wide issues within performance management and/or awards policy. Researches, reviews, and monitors assigned program to ensure compliance with policies and guidance. Evaluates the program by examining reports and records. Analyzes trends and provides results to the supervisor and management, as needed. Experience assessing and improving customer service and human capital programs providing innovative and strategic solutions. Experience writing performance management and/or awards policy, internal policy guidance (i.e., Internal Revenue Manual (IRM's)), white papers and/or intranet publications (e.g., leaders' alerts, headline news, ERC updates). Experience presenting findings, briefings and/or making recommendations to senior management. Experience integrating the work of advisory teams into authoritative recommendations, options, and conclusions. Experience responding to inquiries, providing advice, assistance, and guidance to operating officials regarding procedures and criteria. Experience providing authoritative assistance regarding assigned procedures and processes, training, and reporting on performance management evaluation results.
