This position is in the U.S. Department of Labor (DOL), Veterans' Employment and Training Service (VETS), Office of Strategic Operations (OSO). OSO conducts engagements with Federal, State, and local governments; private-sector employers and trade associations, and other organizations to establish and develop a network that enables the full potential of transitioning service members, veterans and military spouses in the workplace.
This position is inside the bargaining unit.
Duties
As the Program Analyst, your duties will include, but are not limited to, the following:
Serve as a subject matter expert, analyst, and advisor to the OSO Director responsible for analyzing and evaluating VETS' strategic interagency partnership programs and initiatives.
Create, facilitate, and support meaningful stakeholder connections and engagements to advance employment opportunities for all veterans, transitioning service members, and military spouses.
Analyze and evaluate assigned programs for efficiencies based on DOL and VETS initiatives and/or federal partnership opportunities.
Collaborate with OSO management and staff to develop and implement VETS' strategic communications plan for partnership efforts and opportunities.
Conduct special projects/assignments on high-priority issues in which the scope frequently alters as the work progresses.
Identify and investigate potential problem areas to develop solutions and/or new management and program objectives as appropriate.
Provide expert engagement of VETS partners regarding DOD Skill Bridge On-the-Job training, internship, apprenticeship opportunities.
Prepare briefing materials and synthesizes information in visual aids for distribution and to support speeches or briefings.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Program Analyst, as described below.
For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for the Program Analyst GS-14 includes:
Experience cultivating and sustaining strategic outreach partnerships which advance employment opportunities for transitioning service members, veterans, and military spouses.
Experience writing and delivering professional briefings, presentations, and persuasive position papers and to synthesize information in a concise manner; and
Experience working directly with Government Senior Leaders and coordinating cross functional efforts that support agency mission and vision.
