The incumbent serves as the Administrative Officer (AO) for the Business Service at the San Francisco VA Health Care System. Has full administrative management and responsibility for a wide range of functional program staff that are assigned, matrixed, or deployed to the service. Is expected to have a broad knowledge of healthcare management systems and principles relating to these areas.
Duties
MAJOR DUTIES AND RESPONSIBILITIES
Prepares, monitors, and manages budget.
Supervises and manages office support staff.
Develops information papers and correspondence on a wide variety of administrative functions.
Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, and compliance with policy.
Processes and manages staffing activities and program.
Correspondence between other services and/or agencies regarding Business Service activities and programs.
Responsible for planning and organizing the work, estimating costs, coordinating with staff and line management personnel, and conducting all phases of the project.
Assists in directing and coordinating various meetings, programs and activities within and pertaining to the service.
Serves as COR for non-technical contracts, ensuring contractors meet contract guidelines and specifications.
Management of all staffing activities and personnel actions.
Identify problems and potential problem areas based on daily observance or studies; analyze and measure the effectiveness, efficiency, and productivity of administrative programs and applications; and develop written and oral recommendations for improvement.
Knowledge of administrative concepts, principles and practices.
Develops and recommends ways to improve the effectiveness, efficiency, and timeliness of work operations within the Business Office.
Work Schedule: Monday - Friday, 8:00am - 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Directing all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation; utilizing a wide range of administrative laws, policies, regulations and precedents applicable to the administration of one or more important public programs; providing program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed in order to carry out assigned tasks; exercising appropriate controls to evaluate effectiveness of work output in meeting goals and objectives; and ensures compliance with all applicable accrediting organizational standards.

Physical Requirements and Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
