This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Evaluation and Inspections. The salary for this position will be adjusted based on the duty location.

Duties

Duties include but are not limited to: Formulates the Regional operating budget, which is derived from multiple funding sources and addresses normal and special operating activities. Attends meetings with OEI headquarters and/or regional staff and management to justify budget increases, recommendations for resource allocations/reallocations, and resource priorities. Interprets and ensures the enforcement of travel regulations for duty-related situations. Provides travel budgetary information for OEI headquarters and regional management and prepares travel reports, as required. Serves as administrative liaison on all travel for Regional staff. Develops, initiates, and implements administrative policies and procedures for assigned areas of responsibility. Reviews and analyzes administrative directives and policies to determine impact. Evaluates administrative operations based on day-to-day observations, analysis of work processes, and special studies and assignments; identifies problems, inefficiencies, and potential problems; and then develops recommendations and action plans to correct and/or improve these areas. Administers all Regional procurement and contracting responsibilities. This may include preparing procurement requests, evaluating proposals for work, and/or maintaining procurement and contracting records. Manages and supervises the procurement of supplies, property and services acquired with Federal funds designated by OEI Headquarters and/or regional management. Requirements

  • U.S Citizenship is required.
  • Registration with the Selective Service (if applicable).
  • Suitability for Federal employment determined by background investigation.
  • One-year probationary period may be required.

Qualifications

Qualifying specialized experience MUST demonstrate all of the following: Experience overseeing human resources requirements (reviewing and submitting personnel actions, reviewing and submitting appropriate hiring documents, etc.); Experience preparing, justifying, reporting and executing program budgets; and Experience managing the procurement of supplies, property, and services to include preparing and reviewing procurement requests, evaluating proposals for work, and maintaining procurement records. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
