The position is located at the San Francisco VA Medical Facility, Radiology Service. The Administrative Officer will direct and perform all assigned administrative functions that include administration, human resources management, budget and finance, management and program analysis, supervision of office support staff, document control, logistics, and a variety of related administrative matters in support of the Radiology Service.

Duties

Major Duties and Responsibilities Directs the personnel management program for the organization, performing or overseeing the full range of human resources requirements. Performs the full range of personnel management and administration of the service with varied functions and activities. Acts as the liaison with the human resources office concerning personnel related matters. Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures. Reviews, analyzes, and interprets incoming requests, recommends appropriate action, or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities. Provides for the budgeting and financial management for the organization including budget formulation, justification, and execution; financial management; and financial reporting. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Manages procurement and contracting for the organization. This may include preparing procurement requests, evaluating proposals for work, acting as a COTR for procurements, and/or maintaining procurement and contracting records. The incumbent supervises and oversees a variety of administrative programs relating to the business functions of both the clinical, non-clinical, and research sections of the Radiology Service. Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Directs administrative support services to the Staff Radiologists, Chief Radiology Administrator, Business Manager and Line-Chiefs, to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative concepts, principles and practices, work with office software, working with Human Resources and VA programs, purchasing and supply/property management, logistics, budget finance and timekeeping etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent degree or three (3) years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required.
