Duties

The Office of Strategy, Data, and Innovation (SDI) is seeking a Chief Learning Officer to lead our learning and development initiatives and drive organizational health and growth through training and skill development. The SDI enables meaningful investigations, audits, and inspections by facilitating clear and confident strategic decision-making, amplifying and accelerating data and analytics efforts, and by helping foster a connected culture within DOI OIG. As the Chief Learning Officer (CLO) for the DOI OIG, you will oversee and manage a strategic vision for learning and development across the OIG. Your responsibilities include: Overseeing, implementing, and managing the planning and delivery of OIG training and employee development programs, activities, and services across the organization. Developing, planning, and implementing annual needs assessments. Serving as an internal consultant to senior managers and participate in sensitive planning and decision-making deliberations and discussions with OIG Senior Executives and supervisors, including the development of short-term and long-range plans to ensure that training and development functions are integrated and fully coordinated with the goals and objectives of OIG programs. Planning, coordinating, and leading meetings, working groups, and other forums between components of the OIG - and with external stakeholders - to ensure efforts are consistent and crosscutting and meet the IG's strategic agenda. Developing new insights into situations, questioning conventional approaches, encouraging new ideas and innovations, designing and implementing new or cutting-edge programs and processes. Planning, scheduling, coordinating, executing, and monitoring the effectiveness of organizational learning and development initiatives, leveraging Agile and Change Management approaches, principles, and best practices. Making independent technical judgments concerning the interpretation and implementation of existing efforts in your portfolio.

Qualifications

All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates (Federal employees) must meet time-in-grade requirements by the announcement closing date. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications GS-14: To qualify for this position, you must demonstrate one year (52 weeks) of specialized experience equivalent to the GS-13 grade level in the Federal service performing ALL of the following: Leading the development, implementation and evaluation of a strategic plan for training and/or employee development programs and/or initiatives; Applying qualitative and/or quantitative methods to evaluate workforce skillset in meeting an organization's goals and objectives; Collaborating with internal or external stakeholders such as management, Information Technology, Finance, Human Resources, etc. to implement training and/or employee development programs; AND Designing and leading a team in projects or studies where the boundaries of the studies are extremely broad or actual limits of the project are developed iteratively as the effort proceeds Note: There is no substitution of education for experience at this level.
