This position is located at the National Cemetery Administration in Washington, District of Columbia. The incumbent is a specialist on K-12 curriculum standards and best practices, providing professional and policy advice and assistance to grant applicants and ongoing grant projects. The incumbent will
assist in the management of the Veterans Legacy Grants Program (VLGP) and will directly monitor several grantees.
Duties
The incumbent will provide guidance, advice, and consultation to the Director, History and Education Programs regarding the development of online and onside resources and programs associated with sharing Veteran stories with the K-12 educational community of students and professionals, as well as the public. This includes researching, compiling, drafting, and publishing educational materials for K-12 classrooms centered on Veteran-based research and national cemeteries. A significant portion of the incumbent's duties will be monitoring grants funded through the Veterans Legacy Grants program and advising the Director on the progress of grantees while assisting the grantees as a subject matter expert on the methodologies for researching Veterans and the history of the National Cemetery Administration along with the Administration's benefits programs.
The incumbent will manage both grants and contracts. As such, knowledge of and/or documented training in grants management or Contracting Officer's Representative is beneficial. The incumbent may be assigned duties as a government purchase card holder.
The incumbent will support NCA outreach efforts, develop social media content and educational outreach materials, and will participate in NCA Editorial Board meetings. In support of NCA Outreach Efforts, the incumbent will be required to represent NCA at outreach events and educational conferences and must have a working knowledge of NCA's Memorial Benefits and the ability to articulate these benefits to all members of the American Public - specifically Veterans, their families, caregivers, and survivors. This is in addition to having a working knowledge of NCA's History and Education Programs.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 12/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

BASIC REQUIREMENT: This series has a basic education requirement. To meet this basic requirement, you must either have: A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position or B. a combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. You may qualify based on your experience and/or experience, as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 for the GS-11 level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing original educational content for K-12 application as well as produce K-12 instructional resources for online and onsite engagement of the K-12 educational community of students, professionals and public. Subject matter expert of K-12 curriculum standards and best practices. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (TRANSCRIPTS ARE REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond A master's degree, as noted above. (TRANSCRIPTS ARE REQUIRED)

Physical Requirements: Work is primarily sedentary and performed in an office environment.
