This position is located in the office of Employee Experience and Development (OEED). OEED is responsible for the development and delivery of all workforce training, programming that supports modernization initiatives, and enhanced employee engagement. In this role, you will design, develop, and implement all employee training, development, and engagement activities for the Agency. .

Duties

Work with the Assistant Administrator for OEED in the planning and managing overall policies and programs for the agencies workforce training, education, and development needs. Provide overall leadership and evaluation of the agencies training and development policies and programs, assessing the need for, and managing the delivery of technical training for employees. Oversees the administration and performance of training contracts and training evaluation studies. Supports the assistant administrator in formulating, implementing, and evaluating policies and programs for management and supervisory development. Coaches' managers and supervisors and manages the facilitation of working groups or task forces to improve work processes. Determines and recommends resource requirements needed for effective conduct of all OEED's Divisions. Evaluates and consolidates budgetary projections and requests developed by subordinate managers including long-term and short-term budgetary needs. Supervises three OEED directors, a resource management/budget analyst position and two management and program analyst position.

  • Successful completion of one-year probationary period, unless previously served.
  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For the GS-15 level: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that demonstrates: Adjusting training to improve professional development based on updates to organizational missions. Updating professional development training requirements within my organization based on customer feedback. Planning, designing, and/or coordinating projects, studies and initiatives related to the management and delivery of technical training for employees. Exercising broad delegations of authorities and flexibilities for assuring efficient and effective management of financial, human, and other resources in support of your programs mission. Experience leading a team. Evaluating policies designed for leader development. Formulating and implementing policies and programs for management or supervisor development.

  1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

  2. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
