This position is located in the Office of Career, Technical, and Adult Education, Division of Adult Education and Literacy in Washington, DC. The Supervisory Education Research and Program Specialist/Director of Policy, Research, and Evaluation Staff (PRES) is responsible for program policy development, program budget analysis, and analysis and evaluation of research.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Education Research and Program Specialist, GS-1701-15, you will be responsible for:• Guiding development and analysis of policy issues including drafting policy decisions, drafting legislation and regulatory documents, monitoring evaluations and management procedures, and performing data analysis. • Developing, maintaining, and exercising expert technical knowledge of the programs administered by OCTAE and related federal and state programs. • Supervising a team of professional staff who are responsible for program policy development, program budget analysis, and analysis/evaluation of research.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience and individual occupational requirement.Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:1. Experience providing technical expertise in one or more of the following federal programs: career and technical education; adult education; correctional education; or postsecondary education. 2. Experience contributing substantively to one or more of the following: analysis of existing and proposed policies; drafting of legislation or regulatory documents; or the analysis of programmatic data.3. Experience leading teams in executing projects that are complex and technical in nature.

Basic Requirements:
- Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
or
- Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
