Duties

This position is located in the Office of Financial Management (OFM), Office of Chief Administrative Officer (OCAO), U.S. Capitol Police (USCP).  Serves as the lead IT analyst in the implementation of the Invoice Processing Platform (IPP) system. Performs quality assurance activities for the enterprise data. Provides technical advice and assistance in implementing necessary change/configuration, management, verification and validation of data. Develops system documentation and certification of OFM information systems. Analyzes existing application design, interfaces, transaction processes and validates data integrity, security and availability. Modifies existing interfaces to meet business needs.  Designs and builds new application and database interfaces to share data with other applications and databases. Provides recommendations to resolve system implementation and maintenance issues and for policy decisions that involve replacing existing critical financial management and accounting systems with new systems and capabilities such as asset management and payroll interface. Provides guidance, advice, and presentations to the Director, Office of Financial Management, and other executive level managers concerning system modifications and enhancements. Determines appropriate technical methods for implementing financial management transactions. Plans and coordinates the development of data structures and access strategies in alignment with business and mission requirements. Leads projects to develop and implement new data management designs.Develops logical data models to be translated into workable physical database designs. Selects modeling methodologies and tools. Generates models that are capable of accommodating new and unanticipated business requirements and processes. Verifies model integrity and maintains and revises existing models. Anticipates changes in business requirements; ensures that data models are capable of responding to changing requirements; and adapts modeling tools and approaches to meet the unique requirements of the assignment. Recommends priority areas of emphasis for improvement of current systems.

In order to qualify, you must meet the education and/or experience requirements described below.For the CP-11 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-10/GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position..
