About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Shafter, Hawaii.
This position serves as a civilian human resource advisor and senior technical civilian personnel advisor for the Signal Command (Theater).
Duties
Serve as a staff specialist charged with technical responsibility for all US command-wide civilian human resource management programs.
Provide authoritative staff advice and technical guidance.
Conduct evaluations in assigned segments of the program area
Solicit support and assistance in the gamut of civilian personnel program areas through building sound relationships with counterparts.
Advise customers on a wide variety of individual or group HR and training actions, applying knowledge of position classification, recruitment and placement, etc.
Provide a full range of position management and classification advisory services to assist commanders and mangers throughout the command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Incumbent of the position must be able to obtain and maintain a SECRET clearance.
- Position requires temporary duty CONUS and OCONUS up to 15% of the time.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) knowledge of Civilian Human Resource (HR) management program, staffing, recruitment, classification, and time and attendance; 2) skill in oral and written communication to develop and present cogent arguments for acceptance of controversial points-of-view; 3) ability to plan, direct, and evaluate civilian HR requirements and skill in-fact-finding, analysis and problem solving; and 4) knowledge of Office Automation to include Civilian HR systems and Civilian Workforce Develop.
