The Supervisory Program Specialist serves as the Associate Director (AD) for Career Path Development (CPD) for the Employee & Leadership Development service line in ILEAD, and oversees career path development initiatives, programs, projects, and policies. Working in collaboration with other VHA program offices and ILEAD service lines, the AD works closely with senior leaders and other stakeholders to implement career path strategies that align with VHA priorities and support workforce needs.
Duties
The major duties of this position include but are not limited to:
Serves as a first level supervisor for the CPD section and exercises full delegated authority and responsibilities.
Oversees day-to-day operations of the CPD section, including but not limited to CPD fiscal oversight, conducting meetings, supervision and management, assignments, action item responses, process improvement, and other various tasks that align with ILEAD/VHA goals.
Leads the design, planning, coordination, implementation, analysis and measurement of career path development activities.
Oversees CPD section budgets and contracts, and ensures timely responses to budget and contracting calls.
Oversees and develops guidelines, materials, and associated documents necessary for CPD operations. Oversees and ensures the creation of web-based materials and other platforms and methodologies to advance the mission of the section and ELD.
Ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Ensures programs, activities and initiatives are thoroughly coordinated and sets priorities for work activities and resolves conflicts regarding schedules, program direction and other issues.
Engages advisory boards and partners across VHA as necessary to address and resolve issues related to CPD.
Prepares and delivers complex briefings reports and program updates to executive leadership.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression to perform successfully the duties of the position. Specialized experience must be reflected in the resume. Specialized experience includes the following:
Developing and executing career path development strategies, providing employees with an ongoing mechanism to enhance their skills and knowledge that can lead to mastery of their current jobs, promotions and transfers to new or different positions.
Developing/designing career maps or career ladders using different tools and platforms.
Establishing and analyzing metrics related to career progression programs to determine the return on investment to the organization.
Providing guidance and recommendations to senior leadership on optimal career development strategies that align with resources and organizational priorities.
Leading diverse project teams or similar leadership skills.
Preferred Education: Master's or equivalent degree in Education, Organizational Development or Human Resources. Transcripts are required to be submitted if you would like to be considered as having the preferred education.
You will be rated on the following Competencies for this position:
Technical Competence- Knowledge of how to perform one's job. Refers to specialized knowledge that is acquired through formal training or extensive on-the-job experience.
Supervision- Ability to provide direct and indirect management, supervision, leadership and guidance for the development and pursuit of long term goals.
Program Coordination and Integration- Ability to coordinate, evaluate and integrate the work of others into a final cohesive product which accurately reflects the organization's position on a wide variety of issues related to program development and management.
Communication- Ability to communicate effectively both orally and in writing in variety of situations in order to deal confidently and effectively with diverse officials on a variety of issues.
Program Evaluation and Analysis- Knowledge of and ability to use a wider range of qualitative and quantitative methods to evaluate and assess complex education processes, solve problems and improve program efficiency.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary and involves the use of typical office equipment telephones, copiers, personal computers and fax machines. However, the work requires nationwide travel to attend meetings, coordinate actions and, at times, to present briefings to large and small audiences. Some standing and lifting would be required or accommodated.
