Vacancies will be filled in the following specialty areas:
Large Business and International Director Cross Border Activities
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- Provides in-depth expertise and analysis on international or domestic tax issues, practices, and trends, and
top-level advice related to short- and long-range program policies, strategies, and objectives for the Deputy
Commissioner for International or an Industry Director, to promote and facilitate the implementation of
Service-wide and LB&I priorities and policies and to ensure consistency of approach, technical correctness,
and fair and equitable treatment of customers.
- Provides expert international or domestic tax analysis and advice to the Deputy Commissioner International
or an Industry Director on legislative issues, litigation matters, international or domestic tax administration
priorities and policies, new or revised program priorities, significant technical issues, and sensitive or critical
policy.
- Leads coordination with the Office of Associate Chief Counsel (International), the Office of Chief Counsel,
the Treasury Office of International Tax Counsel, the Office of Pre-filing and Technical Guidance, LB&I
Operating Division Counsel, and others on published guidance, litigation, and other technical international
tax administration issues.
- Provides analysis and coordinates with the Office of Associate Chief Counsel (International), the Office of
Chief Counsel, the Office of Pre-filing and Technical Guidance, and others on competent authoritative
matters and cases which raise technical or sensitive critical policy issues. Reviews outgoing position papers
and sensitive correspondence.
- Participates in appropriate Organization for Economic Cooperation and Development (OECD) initiatives,
including Working Party No. 1 on tax treaty issues.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes all of the following: Experience applying international tax laws and issues, regulations, and legal precedent applicable to large, multinational businesses, including the ability to analyze and predict the impact of proposed legislation on enforcement programs; Experience creating a vision and implementing a customer oriented strategy for international planning that involves large multinational corporations engaging in complicated transactions, with a significant number of entities and/or operating in multiple countries on tax planning and compliance projects (for example: tax planning strategies to minimize the amount of U.S. tax when repatriating earnings from overseas subsidiaries or maximizing foreign tax credits for taxes paid in foreign jurisdictions); Experience coordinating and collaborating with other international tax practitioners in the implementation of sophisticated cross border U.S. international tax planning and compliance projects; Experience applying quantitative and qualitative techniques to lead analyses of multinational cross border international tax planning and compliance issues; and Experience with oral and written communication to develop, persuade and negotiate with a large and diverse set of stakeholders on a wide range of cross border international tax planning and compliance issues.
