This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs, Issuances, Records and Information Systems Group (IRISG). As an IT Specialist/Technical Advisor, GS-2210-14, you will lead the development, execution, and evaluation of technical solutions to enhance agency performance metrics in IT, contracts, budget, records management, and controlled unclassified information (CUI).

Duties

IT Systems Integration and Improvement: Lead efforts to design, integrate, and improve IT systems that support document management, records management, and workflow efficiency. Provide strategic advise to ensure these systems align with business goals and security requirements. Data Integrity and Reporting: Monitor and evaluate data from information management systems to ensure its accuracy and reliability. Generate reports to help management assess performance and make informed decisions. Budget and Contract Oversight: Manage budgets and oversee IT and records and information management contracts, ensuring alignment with business priorities. Serve as a liaison between stakeholders and contractors to ensure project success. Compliance and Risk Management: Conduct records and controlled unclassified information (CUI) program audits to ensure compliance with applicable laws, regulations, government-wide policies, and industry best practices. Develop contingency plans to address challenges related to Agency information management compliance where needed. Technical Leadership and Mentoring: Provide guidance to teams and junior staff, fostering their understanding of IT systems and budget processes. Collaborate with contractors and internal teams to implement innovative solutions for long-term operational efficiency.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Develop standards and controls for IT improvements within the organization to ensure operational efficiency. (2) Manage IT or records and information management related budgets, including planning, procurement and execution and post-award monitoring. (3) Manage cross-collaboration work groups, project management, and implementation efforts to support agency stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
