This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Lead Security Guard at Fort Belvoir, Virginia.
Duties
Perform security guard duties in accordance with appropriate regulations to detect and prevent theft, damage, accident, trespass, sabotage and espionage.
Enforce the security regulations of the installation.
Control access of vehicles and pedestrians to installation.
Verify identification through use of identification cards, badges, biometrics automated records, verbal questioning, and other means.
Admit persons, denies entry or arranges for escorts, as appropriate.
Conduct vehicle searches and inspections.
Conduct foot or vehicle patrol of perimeters, roadways, parking and other high traffic areas.
The incumbent serves as a Lead Security Guard assigned under the authority of the Senior Commander at IMCOM supported installations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- Must be proficient in use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons IAW AR 190-56.
- Drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis, in accordance with (IAW) AR 600-85.
- Incumbent must be able to obtain and sustain state certification for operating the NCIC terminals.
- Must be assessed under the Individual Reliability Program for social adjustment, emotional stability, sound judgment, dependability, flexibility in adjusting to changes.
- Shift work is required. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required.
- Incumbent must pass annual medical exams of physical, emotional and mental stability.
- Incumbent must successfully complete security guard training.
- Must be trained and maintain current required certifications in CPR techniques and must know first aid. May act as a first responder in a medical emergency.
- May be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
- Will be required to maintain physical conditioning and pass an annual physical agility test (PAT). Failure to meet the standards after the second attempt within a ninety-day period will result in separation.
- Must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver’s license. Loss of license may result in removal from the position.
- Must wear the Department of the Army Security Guard (DASG) uniform IAW AR 190-56, maintain a high state of appearance and hygiene.
- Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
- Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
- Must be able to perform as a member of the installation’s overall security response capability. Must carry and deploy a riot baton, protective shield and employ non-lethal ammunitions if necessary.

Specialized Experience: One year of specialized experience which includes: detection and prevention of theft, damage, and/or trespassing, performing vehicle searches, confiscating unauthorized items, directing traffic flow, verifying identification and controlling access to premises. Responsible for preserving the life, health and safety of government personnel and safeguarding property, and technologies against such threats as: unlawful entry, sabotage, espionage, theft, accidental or willful damage, and destruction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
