Duties
Perform difficult but precedented technical engineering evaluation and analysis assignments or analyze segments of broader issues or problems.
Analyze the issues and project objectives and make adjustments to standard procedures or operations based on situations and conditions encountered in the field or during the study.
Gather data for evaluation from a variety of sources, including databases, field notes, maps, land classification resources, environmental analyses, geotechnical reports, design charrettes, laboratory reports, and reports.
Conduct design surveys and/or field site visits to collect samples and data.
Prepare original drawings and preliminary layouts, as well as update and revision to drawings, including final as-built drawings.
Review drawings, the basis for the design, and the design analysis for conformance with established engineering standards and criteria and the project requirements.
Install tests, calibrate, troubleshoot, operate, and maintain instrumentation and equipment associated with engineering and architecture projects and activities, including scientific data collection.
Conduct inspections and assessments that involve a wide variety of test and inspection techniques.
Identify and make recommendations for correcting deficiencies.
Draft technical documentation for assigned technical engineering work assignments and review documentation of lower graded technicians.
Serve as the Contracting Officer's Representative (COR)/Grants Officer's Technical Representative (GOTR)/Awarding Official Technical Representative (AOTR) and/or assist the COR/GOTR/AOTR in working with the Contracting Officer/Grants Officer/ A warding Official to implement and administer a variety of assigned contracts.
Provide administrative support in connection with regulatory program oversight.
Use databases to maintain engineering data and records.
Participate in the development, maintenance, and/or operation of engineering data collection and storage systems.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-08 level in federal service performing duties related to Engineering Technician (Materials) position, in three (3) or more of the following duties: 1. Performing technical analysis of drawings, construction schedules, proposals, submittals, modifications, and/or other contractor's provided documentation; 2. Developing plans, specifications, statements of work and/or cost estimates for proposed or ongoing projects; 3. Reviewing drawings and design analysis for conformance with established engineering standards; 4. Drafting technical documentation for engineering work assignments; 5. Reviewing statements of work, construction schedules, and/or contractor payment requests; 6. Conducting field inspections to ensure contractor work meets requirements and standards and documenting findings; 7. Application of engineering principles and practices to understand issues and determine solutions; 8. Preparing change orders, modifications, or technical review of claims, and preparing cost estimates.

Education: Two full years of graduate education or a master's degree that is directly related to the work of the position. Related degrees may include Engineering, Agricultural engineering, Mechanical engineering, Industrial engineering, or Engineering Technology, or Construction Management, or other related fields of study.

A combination of graduate education and specialized experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/17/2024.
Education
This vacancy announcement allows substituting education for experience at the GS-09 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree.
