Duties

This position serves as a Supervisory Engineering Technician within the Pojoaque Engineering Division or the Pojoaque Field Division, in the Albuquerque Area Office (AAO), duty stationed in Albuquerque, New Mexico or Pojoaque, New Mexico with responsibilities for directing and assigning contract administration activities associated with the construction of the Pojoaque Regional Water System Project (PBRWS) with project features including pipelines, water tanks, pumping plants, and a water treatment plants. Duties of this position include: Provide leadership and coordination for a wide variety of activities; Responsible for planning, assigning and reviewing the work to be accomplished, to include setting priorities and schedules of subordinates; Administer minor construction contracts; Plan, manage, and direct the Contract Administration Group or the Construction Inspection Group 2; Serve as the senior engineering technician for the division; Write and review standard operating procedures, designers operating criteria, construction specifications and drawings, and safety standards and policies; Review and approve reports, case documents, contracts, or other action documents.

This series covers technical positions supervising, leading or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. To be eligible for consideration, you must first meet the Basic Requirements: Experience of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents, Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. OR Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. AND In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12 level, choose the response that best describes your specialized experience as related to the qualification requirements for this position related to the work of the position equivalent to at least the GS-11 level in the Federal service, as also described in the vacancy announcement, having demonstrated experience in three or more of the following areas: 1). Utilizing technical engineering concepts, principles, and practices pertaining to water supply or construction projects; 2). Conducting analysis to make recommendations for resources to devote to particular projects or to allocate among program segments; 3). Participating in the inspection and review of facilities, whether under construction contracts or as part of the Reclamation programs such as Safety of Dams; 4). Leading a team of employees utilizing a variety of coordinating, coaching, facilitating, or planning techniques which enable them to deliver work products with improved quality and quantity to customers; and 5). Administering a contract, including gathering data to determine the appropriate specifications or scope of work, evaluating offers for technical capability, reviewing the contractor's work quality and taking corrective action as necessary. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/02/2023.
