This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent will be responsible for formulating and developing future initiatives to improve Joint C5 integration and interoperability consistent with the Department of Defense (DoD), Joint Staff (JS), and Service-related Combined Joint All Domain C2 (CJADC2) integration and interoperability requirements.
This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, dated 6/23/2023.
Duties
As a SUPERVISORY COMPUTER SCIENTIST at the GS-1550-14 some of your typical work assignments may include:
Provides representation to ensure the Joint Assessment Division (JAD) project plans and support capabilities are integrated into C5I planning and development.
Serves as the technical authority to higher headquarters, other government agencies, foreign governments, and industry within the CJADC2 assessment arena.
Briefs, justifies, defends, negotiates, and coordinates significant test and scientific data analysis matters.
Performs supervisory and managerial duties as the Division's Technical Director and senior computer scientist as the Technical Branch Chief promoting and incorporating the introduction, assessment, and development of new or improved computer science methods, techniques, principles, and concepts.
Provides technical and programmatic oversight to a team of government, military, and contractor IT specialists who develop/modify, test and implement new software, hardware, and networking applications to support demonstration, test, and evaluation functions in support of Joint Staff and DoD activities.
Directs and instructs computer scientists, analysts, cyber operators, and other IT technology specialists during operational assessment events.
Plans and oversees assignments of considerable technical difficulty and complexity, which typically require the formulation and development of new techniques and methods.
Develops technical planning factors for satisfying requirements for unique IT projects, and provides accurate cost, schedule, and technical performance estimates.
Leads teams in the formulation and development of new techniques, methods, and procedures to satisfy customer and project requirements.

- Climbing of structures over six feet may be required when on/around communications towers.
- Walking up/down open stairways, industrial access ramps, active aircraft flightlines, maritime vessels, munitions ranges, and in/around industrial operations and in field conditions is required
- Compliant with DoD 8140 Cyberspace Workforce Qualifications and Management Program cyber workforce codes 801-Program Manager (Intermediate Level) and 802-Project Manager (Intermediate Level) 1 year after on-boarding date.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Proficient knowledge and ability performing technical analysis on Joint All-Domain Command & Control capabilities.
Ensuring the certification, accreditation, and compliance standards of IT supporting Information Assurance (IA), Information Security, and Communication Security for field events and deployed operational assessments.
Developing and providing recommendations for complex military technology issues related to joint warfighter capability gaps.
Conducting analysis-oversight of Command, Control & Information Systems deliberate/contingency planning, current/future operations, and technical assessments.
Providing technical guidance to an integrated Military, North Atlantic Treaty Organization, Coalition forces, civilian, and contractor teams developing and executing assessment and analysis methodologies for systems in field exercises, experimentations, and operational events.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1550 series.
REQUIRED: Bachelor's degree in computer science OR a bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
All academic degrees and course work must be from accredited or pre-accredited institutions.
