The primary purpose of this position is to ?????serve as a computer scientist performing software engineering and other professional work in the computer sciences and related scientific disciplines.
Duties
Applies software engineering principles and disciplines for guiding the development of new signature database, modification of existing signature databases, software applications/systems to meet multiple service customer requirements.
Performs software engineering duties for software-related issues associated with relational database schema development, data reduction, data collection quality assurance and post processing analysis.
Attends meetings, conferences, briefings, and seminars related to signature data collection and national signature database activities
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, by reading/reviewing technical journals and current literature, and participation in formal training programs.

- This is an acquisition coded position. Selectee must complete required certification level 2-Practitioner in Test and Evaluation within 24 months of assignment.
- Work is principally sedentary while sitting comfortably, although there may be some walking, standing, bending, carrying of light items, or driving an automobile. No special physical effort or ability is required.
- Work is usually performed in an adequately lighted and ventilated office setting, although there may be occasional exposure to conditions in buildings under construction or in contractor plants. Exercises normal safety precautions.

INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expertise in advanced theories , concepts, principles, and practices of computer sciences so as to be able to serve as software engineering expert to resolve difficult problems and issues, and to plan, design, monitor, and evaluate complex computer programs and projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of computer science principles, software/systems engineering concepts and practices applicable to a wide range of duties associated with informational systems software design and development activities. Requires a four year degree in computer science or related field.
2. Ability to modify standard practices and adapt techniques to solve a wide variety of interrelated problems to adapt precedents and make departures from previous approaches to similar projects in order to provide for specialized requirements.
3. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations.
5. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established time constraints.
6. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
