The primary purpose of this position is to provide technical direction to a team in the design, implementation and maintenance of a variety of management information systems and related data processing systems.

Duties

Performs a variety of technical leadership duties to assure the work of the organization is carried out. Plans, coordinates, and accomplishes assigned workload. Complies with Directives, Regulations, processes, and other Guidance. Furthers Organizational Objectives through timely and efficient formal and informal communications with stakeholders.

  • This is an acquisition coded position. Selectee must complete required certification level 2-Practitioner in Test and Evaluation within 24 months of assignment.
  • Work is primarily sedentary and in an office requirement. May be some walking, standing, or bending involved in activities such as inspections of installed computer equipment or when attending conferences or visiting commercial or industrial sites.
  • May be required to work irregular hours, overtime, and subject to callback on an emergency basis.
  • The work requires careful, responsible handling of classified information and knowledge of security regulations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Computer Science Series located here. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. SPECIALIZED EXPERIENCE: In addition to meeting the basic requirement as stated above, applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expertise in advanced theories, concepts, principles, and practices of computer sciences so as to be able to serve as a technical expert to resolve difficult problems and issues, and to provide direction in the design, implementation, and maintenance of data processing systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of and skill in applying computer science methods, principles, and practices and familiarity with other engineering disciplines. 2. Knowledge of techniques, procedures, and processes such as operating system theory, data structures, computer system architecture, software engineering, and computer communications. 3. Knowledge of computer science principles and concepts such as data representation, data structures, file systems, operating systems, computer languages, software development methodologies, and network protocols. 4. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit (such as engineering, accounting, supply, etc.), including the ability to maintain credibility with others on technical matters. 5. Knowledge of computer systems acquisition regulations, practices, procedures, security. 6. Knowledge of military and industry processes and standards for software configuration management regulations, principles, and techniques (such as CMM, CMMI, ISO, IEEE, ITIL).??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
