This position is located in the U.S. Department of the Treasury; Departmental Offices (DO); Office Civil Rights and Equal Employment Opportunity (OCRE).
Duties
As an Equal Employment Manager, you will:
Plan, develop, coordinates and administer a comprehensive EEO program for the Departmental Offices; independently determines program needs; establish projects or work requirements; and determine program areas to be revised or emphasized in order to improve the quality of operations to meet organizational objectives, and ensure compliance with established Equal Employment Opportunity Commission (EEOC) statutes and policies, Department of the Treasury, and other regulatory guidelines. The incumbent also develops and implements operating instructions and program procedures; supervises and directs specialists to ensure the functional integration of the overall Equal Opportunity Program; provides technical assistance and program guidance to DO managers; evaluates the effectiveness and adequacy of program delivery; and initiates action to comply with regulatory provisions.
Serve as the EEO Officer for Treasury, Departmental Offices.
Incumbent will report directly to the Deputy Director, OCRE and will serve as a member of the senior management team for the office.
Be responsible for all phases of the EEO complaint program in Departmental Offices, including EEO counseling and alternative dispute resolution and will serve as the liaison with the Treasury Complaint Center on DO cases.

Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as leading and managing Equal Employment Opportunity (EEO), Reasonable Accommodation and Affirmative Action Programs.
Examples of this experience may include:
- Ensuring compliance Equal Employment Opportunity Commission (EEOC) statutes and policies and other regulatory guidelines as a leader or advisor. OR
- Evaluating the effectiveness and adequacy of EEO program delivery; and initiating action to comply with regulatory provisions. OR
- Defining EEO, Reasonable Accommodation and Affirmative Action policies and procedures necessary to carry out a comprehensive nationwide program. OR
- Serving as an Officer or advisor of EEO programs.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
