The Southern Arizona VA Health Care System is currently seeking a Program Analyst (Clinic Profiler) to work in the Group Practice Management Service (GPM) in Tucson, Arizona. The Program Analyst - Clinic Profiler position provides a high level of administrative and data support related to provider profile management.
Duties
The incumbent serves as a Program Analyst - Clinic Profiler for the Department of Veterans Affairs, Veteran Health Administration. The incumbent is responsible for service level clinical data reporting as requested, accurate and timely data retrieval pertaining to clinic management, providing technical advice and guidance as necessary to assist services with troubleshooting clinic access and clinic utilization issues. They will work closely with the Clinic Practice Management Team to ensure supply and demand needs are being met through the use of accurate and timely clinic management tools. In addition, incumbent is responsible for establishing in-depth training for GPM and other identified services as necessary to ensure staff are properly educated and accountable for clinical data management. Individual will serve as primary point of contact and consultant for clinic profiling, clinic access, clinic utilization, and clinical data auditing. Duties include, but may not be limited to the following:
Assesses the best structure of clinics, based on national mandates and direction, facility needs, provider needs, patient needs, and data desired to be captured.
Develops, implements, and monitors procedures for creation and maintenance of clinics.
Processes responsibility for oversight of clinic set up options, clinic profiles, and outputs to meet the best interests of the facility.
Validates accuracy of all clinic set up including locations & contact information that accurately direct patients to the clinical service.
Standardizes clinic profile management, coordinating, establishing, and maintaining all computerized clinic profiles utilized by the Facility and meeting standards, accurate wait time and outcome measures.
Updates and maintains leaf system workflow, forms, designs, and electronic records of clinic maintenance requests, such as creating new, modifications, in-activations, and cancellations.
Evaluates computer generated appointment types and determines appropriate assignments of appointment type on a timely basis.
Identifies problems and applies analytical techniques, correcting negative trends and provides resolutions to system issues/malfunctions
Reviews reports, records, and provides statistical analysis for accuracy in clinic profile management by accessing data, presenting alternatives, making recommendations, and assisting with developing problem resolutions.
Investigates complaints from internal and external customers related to clinic profile set up and resolves the complaint or escalates to the appropriate manager.
Retrieves & analyzes data for validation of clinic set up information to include billable status, count vs. non-count, DSS (MCA) identifiers and activation of encounter forms, standard naming conventions, accurate grids, and all other parameters of the clinic profile.
Prepares reports to monitor accuracy and utilization regarding clinic profile management and communicates to appropriate facility groups for action.
Evaluates data capture outputs that includes but not limited to clinic utilization, accurate clinic parameters, program clinic naming standards, etc.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working with computer systems for entry and retrieval of data; Ability to locate and interpret appropriate applicable regulations; Knowledge of medical records, medical billing programs, and medical terminology; Gathering, developing, and interpreting data from various information systems; and Reviews reports, records, and provides statistical analysis for accuracy. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Copies of transcripts must be submitted with your application materials. You must have an combination of specialized experience and education beyond the first year of the graduate level. Physical Requirements: Work is performed in an office setting with occasional visits to areas within the service as well as throughout the Facility. Work area is adequately lighted, heated and air conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
