You will serve as a Management Analyst in the NAVAL SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will collaborate with organizational senior leaders/managers on collection, measurement, and analysis plans for highly complex data sets, and determination of outputs, related to human capital performance and transformation initiatives.
You will establish priorities and objectives in support of organizational business transformation initiatives; formulate HR analytics strategy, policies, and guidance; and collects, aggregates, analyzes, and reports on a variety of data.
You will design and conduct specialized studies and projects related to human capital efficiency and productivity.
You will identify and advise on emerging programmatic, business domain, and other related issues; and develop comprehensive strategies for improvement necessary to meet established goals/objectives.
You will serve as an organizational representative at meetings, conferences, and work groups consisting of participants at agency and major command levels.
You will coordinate and collaborate with key personnel from the organization, higher headquarters, and other government agencies on identifying, addressing, and resolving programmatic issues.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing the following:1) Formulating HR analytics strategies, policies, and guidance.2) Collecting, aggregating, analyzing, and reporting on a wide variety of human capital data (e.g., employee profiles, performance data, demographic data, on-boarding data, engagement data, retention/turnover data, etc.) from a variety of human resources information systems.3) Developing and presenting human capital reports and graphics covering broad mission-oriented projects, programs, and initiatives
